Outsourcing to South Africa: costs, profiles and cities (2026)

Page updated on 21 October 2026. Public data checked; sources at the end of the page.

For outsourcing to South Africa, European companies mainly target English-language customer service (offshore). According to the sector association BPESA, more than 150,000 people there serve international markets, 51.2% to 55% of them for the United Kingdom (two press releases from 2025). The EF index ranks the country 13th out of 123 for English (602 points, 2025), and its time zone, UTC+2 all year, is 2 h ahead of London in winter and 1 h in summer. The limits: official unemployment of 33.6%, developer salaries close to European levels, tightly regulated staff provision and local power cuts. This page sets out costs, cities, time zone and law.

Why outsource to South Africa?

English and the British market. The country is 13th out of 123 in the 2025 EF index, tied with Zimbabwe and first in Africa. According to BPESA, the United Kingdom accounts for 51.2% of the workforce serving international clients (January 2025 press release) or 55% (March 2025), and the United States for 30.4% to 33%. The press releases do not explain the gap. The share of continental Europe is unknown.

An established sector. BPESA counts more than 150,000 people serving foreign clients (November 2025) and 26,346 jobs created in 2025, the best total since 2018. Le360 Afrique puts South African BPO at more than 270,000 jobs, without specifying the scope; we use BPESA's figure, 150,000. Amazon, American Express and Lufthansa run global services there (BPESA).

A middling rank. Kearney 2023: 59th out of 78, sixth in Africa (Le360 Afrique).

The job market in South Africa

Unemployment: two rates and a break in method

In the second quarter of 2026, Stats SA measures official unemployment of 33.6%. The expanded rate (LU3) reaches 43.8%: it adds 4.6 million people from the "potential labour force". Stats SA now uses the 15 to 64 age group and has published this combined rate in place of the old expanded rate since the third quarter of 2025. Older series cannot be compared without caution.

Unemployment affects 62.8% of 15-24-year-olds, but 12.4% of higher-education graduates (39.2% without a school-leaving certificate).

Average salaries, turnover and incentives

Average monthly earnings in the formal non-agricultural sector are R30,611 in May 2026 (about €1,664), an average pulled up by high salaries. No reliable data on staff turnover was found. The public "Global Business Services Incentive" subsidy (since 2019) goes to the operator, not to the foreign client. A tax model is under consideration (November 2025), with no implementation found. Only one firm (Deloitte, 2021) publishes a scale by job, which is not reproduced for lack of official confirmation.

How much does an employee cost in South Africa?

The national minimum wage is R30.23 per hour (about €1.64) since 1 March 2026; no monthly amount is published. Conversions use €1 = 18.3930 ZAR (ECB, 21 October 2026), a rand almost 10% stronger than the 2025 average (20.1789). There is no equivalent of French employer contributions. Only an unemployment contribution of 1% (2021 ceiling: R17,712 per month, or €963) and a training levy of 1% stand out.

The first three rows come from ShiftMate (2026, basic salary): customer service and IT jobs. The last comes from PayScale (self-reported profiles, 2026). Each row rests on a single source, with no consultancy guide.

Junior to senior gap. Ratio of the ranges: 1.85 to 2.12 for the call centre agent, 2.67 to 2.80 for support, 3.04 to 3.06 for the developer.

European benchmarks

In France, a mid-level developer earns €3,750 to €4,583 gross per month and a senior up to €5,833. The SMIC, the French minimum wage, is €1,867.02 gross per month in 2026. In the United Kingdom, a web developer earns about €2,700 to €6,000 gross per month (National Careers Service). For customer service and accounting, South African amounts are clearly lower. For mid-level and senior developers, they overlap with European ones: do not expect savings on technical profiles. BPESA claims savings of 55 to 65%, an association statement that cannot be verified. A market salary is not the total cost of a service.

And with MaaSil? MaaSil's public price list does not depend on the country: €55 to €100 excl. VAT per day for general profiles (about €1,150 excl. VAT per month). For senior IT developers: €120 to €250 excl. VAT per day (about €2,600 excl. VAT per month). See the pricing.

Which cities should you choose for outsourcing to South Africa?

Main hubs according to BPESA: Cape Town, Durban and Johannesburg. Populations of the metropolitan municipalities (2022 census, via Wikipedia); jobs created in 2025 for international clients by province (BPESA).

Cape Town

4,772,864 inhabitants. The Western Cape has 13,056 jobs created in 2025, the highest total, and nearly 100,000 people work in the city's call centres (ITWeb, 2025). EF English score: 603.

Johannesburg and Pretoria

4,803,262 inhabitants in Johannesburg, 4,040,315 in Tshwane (Pretoria). Gauteng has 3,969 jobs created in 2025. EF English scores: 605 and 608.

Durban and Gqeberha

Durban has 4,239,901 inhabitants and 7,709 jobs created in KwaZulu-Natal in 2025; EF score: 593. According to ShiftMate, IT support is paid R1,500 to R3,000 less per month there than in Johannesburg. Gqeberha (1,190,496 inhabitants, EF score: 617) is emerging: the Eastern Cape went from 251 to 1,612 jobs created in one year.

What is the time difference with Europe?

South Africa is 2 h ahead of London in winter and 1 h ahead in summer: it stays on UTC+2 all year.

Reference cityWinterSummerShared hours (winter / summer)
London, Dublin+2 h+1 h7 h / 8 h
Paris, Brussels, Berlin, Madrid+1 h0 h8 h / 9 h
Helsinki0 h−1 h9 h / 8 h

Shared hours assume working days of 9am to 6pm on both sides, with no lunch break deducted. Europe goes back to winter time on 25 October 2026: the gap becomes +2 h with London.

Languages and skills available

English is the language of business, but the main household language of only 8.7% of households (2022 census).

The 2025 EF index gives 602 points, 13th out of 123 countries, tied with Zimbabwe and first in Africa (France: 539, 38th; Kenya: 593, 19th). The index covers people who took an online test, not call centre agents. Supplier pages tout cultural proximity and accent; no public statistic on this was found.

The country is not French-speaking and the share of French speakers cannot be found. Only one Cape Town centre, HGS's, says it covers English, German and French (company press release, no headcount).

Infrastructure: internet, electricity, technology parks

Internet. Median speed of 48.90 Mbit/s fixed and 68.09 Mbit/s mobile (Ookla, March 2026; France: 352.35 and 152.50).

Electricity. 90.2% of the population has access to electricity (2024). According to Eskom (relayed by Further Africa), there has been no national load shedding since 16 May 2025 (504 consecutive days as of 2 October 2026). Local load reductions continue: 202,590 customers remain affected, mostly in Gauteng and KwaZulu-Natal, with an end planned for March 2027. Load shedding was massive in 2022-2023; analysts point to a risk in 2029-2030.

Technology parks. No sourced outsourcing park, data centre or coworking space was found.

Data protection and employment law

Personal data: POPIA and GDPR

The POPIA (Act No. 4 of 2013) has been in force since 1 July 2020; the supervisory authority is the Information Regulator. It treats prospecting calls as electronic communications (section 69). South Africa has no adequacy decision from the European Commission: transfers from the EU go through safeguards, in practice standard contractual clauses.

Employment law

The BCEA, the Basic Conditions of Employment Act, sets a maximum of 45 hours a week and notice of 1 to 4 weeks depending on length of service. A reform bill (26 February 2026) is not in force; enactment is expected in 2028.

Provision of staff

The provision of staff is regulated, not prohibited (Labour Relations Act, sections 198 to 198D). The provider must be registered; it and the client are jointly liable for compliance with the BCEA and collective agreements.

An employee placed with a client for more than three months, outside temporary work as defined by the law, is deemed to be the client's employee (section 198A). The employee is then on a permanent contract, with treatment at least as favourable as that of a comparable employee of the client. This rule does not apply to employees whose earnings exceed R269,600.90 a year (about €14,658; R22,466.74 per month; threshold of 1 May 2026). According to a law-firm analysis, the Constitutional Court (2018) holds the client to be the sole employer in this case.

Agents' salaries (R6,500 to R18,000 per month, or R78,000 to R216,000 a year) are below this threshold. Those of mid-level and senior developers (R420,000 a year or more) are above it. This is only a comparison of figures, not a legal conclusion. The texts read do not say whether these rules apply to a client established outside South Africa who directs the employees of a local provider. No public opinion was found. Have the arrangement checked by a South African lawyer before recruiting.

Practical information: currency, public holidays, flights and visas

Currency. €1 = 18.3930 rand (ECB, 21 October 2026).

Public holidays. The country has 12 statutory public holidays. Wednesday 4 November 2026 (municipal elections, SAnews) is reported as a holiday by the press and one payroll provider, with no official notice found: plan for no activity that day.

Flights. Air France connects Paris to Johannesburg in 11 h 45 and to Cape Town in 12 h (flightsfrom.com).

Visas. French citizens do not need a visa for a tourist stay of under 90 days. Beyond that, or for paid work or business, a visa is required (France Diplomatie, 29 September 2026).

Safety. France places the whole country under heightened vigilance and judges crime to be very high (France Diplomatie, 29 September 2026).

How MaaSil recruits in South Africa

MaaSil states that it recruits in South Africa remotely and relies on a business manager based in the country. According to MaaSil, the selection is the same as for its consultants in Madagascar, in four stages:

  1. pre-selection (MaaSil states that it presents the "top 1%" of the CVs received);
  2. two interviews;
  3. technical tests;
  4. presentation of the candidate to the client.

MaaSil states that recruitment takes about one month and that full autonomy takes about four weeks. According to MaaSil, its consultants are 100% integrated into the client's teams, which direct the assignments day to day. MaaSil handles recruitment, payroll, HR follow-up and coordination. These statements are not verified by a third party. The premises, internet and power backups and GDPR framework it advertises concern Madagascar, not South Africa. See Why us and contact.
