Outsourcing to Mauritius: costs, profiles and cities (2026)
Page updated on 21 October 2026. Public data checked; sources at the end of the page.
European companies are looking at Mauritius for its bilingualism: 73% of inhabitants speak French according to the International Organisation of La Francophonie (OIF, 2022), and English is the language of the laws. It is not the cheapest destination among those compared here: its minimum wage, Rs 17,745 per month (about €341) since 1 January 2026, is higher than those of Morocco and Tunisia. The talent pool is modest and the island is 4 h ahead of London in winter. This page sets out costs, cities, time zone and law.

Why outsource to Mauritius?
Strengths: 73% French speakers (OIF, 2022), against 36% in Morocco, and 32nd place out of 78 countries (3rd in Africa) in the 2023 Kearney ranking.
Limits: a minimum wage higher than those of Morocco (€324) and Tunisia (€164), a shortfall of more than 5,000 IT professionals a year (World Bank, 2026), a 4 h time difference with London in winter and risks in 2026-2027 (unrest, electricity, SAFE cable).
The job market in Mauritius
According to Statistics Mauritius, unemployment among Mauritians aged 16 and over is 5.5% in the second quarter of 2026 and 19.3% among 16-24-year-olds. There is no recent official statistic on informal employment.
The outsourcing sector
According to the EDB, the ICT/BPO sector has about 975 companies and more than 33,000 people in 2024 (5.6% of GDP). According to the World Bank, larger and cheaper hubs have grown faster: exports of digital services have risen by about 10% since 2020, against 60% or more in comparable countries. The French regulation on telephone canvassing, applicable since 11 August 2026, requires prior consent; its effect on the Mauritian sector is unknown.
How much does an employee cost in Mauritius?
Rupees are converted at €1 = 51.98262 MUR (2025 average from Eurostat); euro amounts are rounded. The minimum wage is Rs 17,745 per month (about €341) since 1 January 2026, against Rs 17,110 previously. Four concordant sources confirm it; we could not consult the official text. In France, the legal minimum wage (SMIC) is €1,867.02 gross per month for 35 hours a week (Service-Public, 2026).
On the employer side, the contribution sociale généralisée (CSG, the national social contribution) is 3% of basic salary up to Rs 50,000, then 6%. On top of this comes the compulsory end-of-year bonus (13th month), equal to one twelfth of the year's earnings (Workers' Rights Act, section 54). The legal working week is 45 hours, against 35 in France.
The table draws on the 2026 guide from Jobs.mu: editorial estimates from a job website, in gross monthly pay, excluding bonuses. Only developers have comparable levels: the senior earns 3.2 to at least 3.75 times the junior.
| Job (gross monthly) | Junior | Mid-level | Senior |
|---|---|---|---|
| Bilingual call centre agent | All levels: Rs 18,000-30,000 (€346-577) | not published | not published |
| Developer | Rs 25,000-40,000 (€481-769) | Rs 45,000-70,000 (€866-1,347) | Rs 80,000-150,000 and more (€1,539-2,886 and more) |
| Accountant | "Accounts Officer": Rs 25,000-45,000 (€481-866) | not published | Senior accountant or finance manager: Rs 70,000-130,000 (€1,347-2,501) |
For a mid-level developer in Paris, SalaireClair (2026) reports €3,750 to €4,583 gross per month; the National Careers Service gives about €2,678 to €5,950 in the United Kingdom (£27,000 to £60,000 a year). The sources are heterogeneous: no percentage saving is calculated.
And with MaaSil?
A market salary is not the cost of a service: it covers neither the employer contributions nor the other costs of a full service. MaaSil's public price list does not distinguish between countries: €55 to €100 excl. VAT per day for general profiles (about €1,150 excl. VAT per month) and €120 to €250 excl. VAT per day for senior IT developers (about €2,600 excl. VAT per month). See the pricing.
Which cities should you choose to outsource to Mauritius?
No public data compares the costs of the cities.
Ebène (Cybercity)
Information technology office hub; no reliable list of the companies based there was found.
Port Louis
The capital has 140,403 inhabitants (2022 census). Chronopost Mauritius published a customer adviser job offer there on 17 October 2026 (MyJob.mu).
Central Plateau and Moka
Quatre Bornes, Beau Bassin-Rose Hill, Vacoas-Phoenix and Curepipe have between 70,008 and 107,433 inhabitants (2022 census).
What is the time difference with Europe?
Mauritius is on UTC+4 all year, with no daylight saving time: 4 h ahead of London in winter, 3 h in summer (the gap goes from 3 h to 4 h on 25 October 2026). The table gives Mauritian time minus the city's time, then the shared office hours (9am to 6pm on both sides).
| Reference city | Winter | Summer | Shared hours (winter / summer) |
|---|---|---|---|
| London, Dublin | +4 h | +3 h | 5 hours / 6 hours |
| Paris, Brussels, Berlin, Madrid | +3 h | +2 h | 6 hours / 7 hours |
| Helsinki | +2 h | +1 h | 7 hours / 8 hours |
The Mauritian afternoon corresponds to the European morning.
Languages and skills available
Creole dominates (1,045,558 speakers at home, 2022 census). English is the language of the National Assembly and of the laws. According to the OIF, 73% of inhabitants are French speakers (2022): this is the ability to speak French, whereas 30,039 people speak it at home. Mauritius is absent from the EF 2025 English index (no rank, no score). Operators also recruit in German, Dutch, Spanish and Italian; the size of these talent pools is unknown.
Infrastructure: internet, electricity, technology parks
The median fixed speed is 61.24 Mbit/s in March 2026 (Ookla), against 352.35 in France. The SAFE submarine cable is nearing the end of its life in April 2027 (World Bank, 2026).
Electricity is available to 100% of the population (2024), but 2026 brought restrictions. A regulation limits non-essential uses of electricity from 1 May to 1 November 2026; in the face of the conflict in the Middle East, the government also encouraged remote working on 10 April, and an energy-saving campaign was launched in October 2026. No grid reliability indicator was found.
Data protection and employment law
Public texts, presented as information and not as legal advice: have any contractual arrangement checked by a Mauritian lawyer.
Personal data
The Data Protection Act 2017, in force since 15 January 2018, is supervised by the Data Protection Office. Mauritius is not on the European Commission's list of countries recognised as adequate (read on 21 October 2026): transfers from the Union go through safeguards, in practice standard contractual clauses.
Employment law
The Workers' Rights Act 2019, consolidated text up to date (Act no. 13 of 2026), sets the legal working week at 45 hours, with weekday overtime paid at no less than 1.5 times the normal rate (sections 20 and 24). It does not codify any probationary period: guides contradict one another.
Provision of staff
The text defines the "job contractor" as a person who employs a worker to provide work or a service to another person (section 2). This provider must guarantee pay at least equal to that of the client's employees doing work of equal value (section 26). The client is jointly liable for pay and conditions of employment, up to the sums owed to the provider, and cannot rely on what has already been paid to it (section 29). The text does not expressly address the client's power to direct the provider's staff, and we found no public legal opinion on the subject. This is a reading of the text, not legal advice.
Practical information: currency, public holidays, flights and visas
Currency. Floating, with no peg to the euro: 49.22 rupees to €1 in 2021, 51.98 in 2025 (Eurostat).
Public holidays. The Prime Minister's Office lists 15 public holidays in 2026; those remaining are 2 November, 8 November (Divali, a Sunday) and 25 December.
Flights and visas. A direct Paris-Mauritius flight takes about 11 h 15 (Flightmapper). A French citizen does not need a visa for a stay of under three months; working requires a work or residence permit (France Diplomatie).
Safety and recent context
According to the British advice (GOV.UK, updated on 19 October 2026), local protests and unrest followed a police shooting on 9 October 2026; curfews covered most areas of the main island from 12 October until 4:30am on 19 October, with roads closed and public services interrupted. The French advice of "normal vigilance" (updated on 15 September 2026) predates these events. Developments after 19 October have not been verified.

How MaaSil recruits in Mauritius
MaaSil states that it recruits in Mauritius remotely and relies on a business manager based in the country. Its selection process is, according to MaaSil, that of its consultants in Madagascar: four stages (pre-selection, two interviews, technical tests, presentation to the client), with the "top 1%" of CVs received. MaaSil states about one month to recruit and about four weeks to full autonomy.
According to MaaSil, its consultants are 100% integrated into the client's teams, and the client directs the assignments day to day; MaaSil handles recruitment, payroll, HR follow-up and coordination. These statements describe its general way of working, essentially in Madagascar, and are not verified by a third party. The equipped premises and the internet and electricity backups it advertises concern Madagascar, not Mauritius. See Why us and contact.
