Outsourcing to Côte d'Ivoire: costs, profiles and cities (2026)

Page updated on 21 October 2026. Public data checked; sources at the end of the page.

European companies are looking at Côte d'Ivoire for its time zone (UTC+0 all year, the same time as London in winter). Its CFA franc is pegged to the euro (€1 = 655.957 CFA francs). The country has 13.07 million people in its labour force in 2025 (International Labour Organization estimate) and a minimum wage of about €114 per month. The market remains emerging: no public statistics on the sector, very little English spoken (122nd out of 123 countries), power cuts in 2026. This page sets out costs, cities, employment law, infrastructure and the limits of the market.

Why outsource to Côte d'Ivoire?

Time: UTC+0, with 9 shared office hours with London in winter. Currency: the CFA franc has been pegged to the euro since 1999, with convertibility guaranteed by France. The exchange rate risk is nil as long as the parity holds. Youth: 75.6% of the population is under 35 (2021). Operators: Foundever reports more than 500 employees at a site (opened in 2013); Intelcia opened in Abidjan in 2017.

The job market in Côte d'Ivoire

Unemployment is very low, but it says nothing about the quality of jobs: 2.3% in 2025 (ILO estimate), as in 2022 (EHCVM survey). The International Labour Office explains that many people cannot afford to stay without a job and accept informal work. In fact, 91.6% of employment is informal (2021) and paid employment is only 29.0% of employment (2025, estimate).

No recent comparable rate exists: the National Employment Survey (2024) had published no results in October 2025; its first rate could differ markedly. The rate reaches 14.2% among 15-29-year-olds (2022) and 10.5% among graduates (2022, ILO model).

How much does an employee cost in Côte d'Ivoire?

The minimum wage (SMIG) is 75,000 CFA francs per month, or about €114, for 40 hours a week, since 1 January 2023 (CLEISS). Rate used: €1 = 655.957 CFA francs. Employer contributions (1 January 2025) are 7.7% for pensions, 5% for family benefits and 0.75% for maternity. Work accidents cost 2% to 5%, plus a payroll tax of 2.8% according to PwC. No total is calculated.

No international consultancy scale or national survey was found. These gross monthly salaries are single-source. They come from employer job adverts (2024-2026), the anonymous Paylab survey (fewer than 20 respondents for most jobs) and the 2024/2025 guide from the local firm Grey Search Africa (GSA).

"Junior" is the bottom of the range (Paylab or GSA). "Mid-level" is the Paylab value at 5 years. "Senior" is the top of the range or the GSA average. These are not career scales. The top of the GSA ranges is three to four times higher than the Paylab values at 5 years: the reliability of these figures is low.

For a back-end developer, the ratio between the top and the bottom of the Paylab range is 5.1. This is a spread, not a career gap; in France, the gap is 1.75 (Michael Page, 2022).

And with MaaSil? A market salary is not the cost of a service: it covers neither recruitment, nor payroll, nor HR follow-up, nor coordination. MaaSil states that its public price list is the same for all countries. It is €55 to €100 excl. VAT per day for general profiles (about €1,150 excl. VAT per month) and €120 to €250 excl. VAT per day for senior IT developers (about €2,600 excl. VAT per month). See the pricing.

Which cities should you choose to outsource to Côte d'Ivoire?

No cost difference between cities is sourced.

Abidjan

The Abidjan district has 21.5% of the population (2021); according to the French Treasury, it concentrates 80% of economic activity. It is home to Félix Houphouët-Boigny University and the public school ESATIC. Job adverts place call centres in the Plateau district (Concentrix) and on rue de l'Industrie (Majorel). No park dedicated to call centres was found.

Grand-Bassam

The VITIB free zone (biotechnology and information technology) has more than 100 companies and offers 0% tax for five years, then 1%. It hosts the Raxio data centre (Tier III, 2024). The eligibility of call centres is not confirmed.

Yamoussoukro, Bouaké and San-Pédro

Yamoussoukro is home to INP-HB (a public grande école) and a technopole "under construction" in 2021. No outsourcing activity is sourced in these three cities.

What is the time difference with Europe?

Côte d'Ivoire, on UTC+0 all year, is on the same time as London in winter and 1 h behind in summer. The table assumes 9am to 6pm working hours on both sides.

Reference cityWinterSummerShared hours (winter / summer)
London, Dublin0 h1 h behind9 hours / 8 hours
Paris, Brussels, Berlin, Madrid1 h behind2 h behind8 hours / 7 hours
Helsinki2 h behind3 h behind7 hours / 6 hours

British Summer Time ends on 25 October 2026: the gap with London then goes from 1 h to 0 h. Morocco (since 20 September 2026) and Senegal are also on UTC+0; Tunisia is on UTC+1.

Languages and skills available

French is the official language, but only 34% of inhabitants are French speakers (OIF, 2022).

English is the weak point: the EF EPI 2025 index ranks the country 122nd out of 123 (393 points, world average 488). This is the lowest score of the four countries compared. A 2025 job advert offers 145,000 CFA francs (€221) to a bilingual call operator, against 80,000 to 100,000 CFA francs for French-speaking positions from the same employer.

Infrastructure: internet, electricity, technology parks

Internet. The median fixed speed is 62.70 Mbit/s in March 2026 (Ookla). Off Abidjan, submarine cables were cut on 14 March 2024 (Data Center Dynamics). MTN Ghana reported new cuts on 27 June 2026, with no restoration date (Graphic Online).

Electricity. Access reaches 72.9% of the population in 2024 (100% in Morocco and Tunisia). After repeated power cuts, an investment programme estimated at 700 billion CFA francs (about €1.07 billion) was presented at the end of March 2026. It promises "fewer cuts, even if they will not disappear completely" (Koaci).

Data protection and employment law

Personal data

Law no. 2013-450 of 19 June 2013 governs personal data; the authority is the ARTCI. Côte d'Ivoire does not have an adequacy decision by the European Commission: transfers from the European Union require other safeguards, such as standard contractual clauses.

Labour Code

The Code is law no. 2015-532 of 20 July 2015, amended in 2021. It provides for 40 hours a week outside agriculture and a probationary period of 8 days to 6 months depending on the category. The Council of Ministers adopted eleven implementing decrees on 15 April 2026, one of which concerns the length of the notice period. Their texts were not consulted: any notice period must be reconfirmed.

Supply of personnel

Articles 11.3 to 11.7 of the Code regulate the use of outside personnel (temporary work, lending of labour, task-work subcontracting, known in French as "tâcheronnat"); Article 11.8 deals with the change of employer. Non-profit lending of labour is permitted. For-profit lending is permitted only within the framework of temporary work; otherwise it is void. The worker may then claim an employment contract with the user (Article 11.5).

The task subcontractor ("tâcheron"), a sub-contractor paid a fixed price, hires its own workforce, which works under its direction (Articles 11.6 and 11.7). The text read does not define the lending of labour.

The sources consulted do not specify how these rules apply to a provider supplying services from Côte d'Ivoire to a European client. This page does not assess any contractual arrangement and concludes neither a prohibition nor an absence of risk. Have your arrangement checked by a local lawyer.

Practical information: currency, public holidays, flights and visas

Public holidays. 14 statutory days (author's count, based on the 1996 decree); Muslim holidays are announced a few days beforehand.

Flights. Direct Paris-Abidjan flights exist (6 h 20 to 7 h 30 depending on the sources); no direct flight from London was found.

Visas. A visa is mandatory for French citizens (biometric e-visa) and yellow fever vaccination is required (France Diplomatie). British citizens must also apply for a visa.

Safety and context. The French Ministry of Foreign Affairs (15 September 2026) formally advises against the border areas with Mali and Burkina Faso. The rest of the country, including Abidjan, is under heightened vigilance (France Diplomatie).

  • Morocco: minimum wage almost three times higher, higher English; same time zone since 20 September 2026 (outsourcing to Morocco).
  • Tunisia: higher minimum wage and English, lower speed, UTC+1 time zone (outsourcing to Tunisia).
