Outsourcing to Morocco: costs, profiles and cities (2026)

Page updated on 21 October 2026. Public data checked; sources at the end of the page.

Outsourcing to Morocco builds on an established sector geared towards French-language services. According to the Minister Delegate for Digital Transition, it employed 148,500 people in offshoring at the end of 2024. It exported 26.22 billion Moroccan dirhams (MAD) of services in 2024, or about €2.38 billion. Since 20 September 2026, the country has been on UTC+0 all year, which leaves 7 to 9 shared office hours with Paris, London or Dublin depending on the season. This page sets out costs by job, cities, the legal framework, the limits and how MaaSil recruits in Morocco.

Why outsource to Morocco?

The documented strengths

In January 2026, the Minister Delegate for Digital Transition announced 148,500 offshoring jobs at the end of 2024, including 18,500 net creations in two years. In the 2023 Kearney ranking (the latest edition found), Morocco is 28th out of 78 countries, behind Egypt (23rd) in Africa. The 2025-2030 "Offre Offshoring Maroc" aims for 270,000 jobs by 2030. Its incentives go to companies established in Morocco: none of the sources consulted mentions a direct benefit for the European client.

The limits to know about

The sector depends on the French market for 80% of its business (Moroccan Outsourcing Federation, FMES, July 2025). The French law of 30 June 2025 on telephone canvassing, in force since 11 August 2026, requires prior consent. Estimates of jobs at risk differ: about 10,000 according to the FMES (2025), 40,000 to 50,000 according to Minister Younes Sekkouri (2026). According to the press, the law targets outbound prospecting, not inbound support, back-office, IT or accounting. Have a lawyer confirm this scope.

Other limits: staff turnover acknowledged in call centres (past estimates of 10% to 25%, no recent rate). The FMES also reports a shortage of IT profiles. Morocco has no GDPR adequacy decision, and the EF index ranks its English as "low proficiency".

The job market in Morocco

In 2026, the High Commission for Planning (HCP) replaced its employment survey with the EMO2026, which measures strict unemployment according to International Labour Organization (ILO) standards. It states that its results are not directly comparable with those published up to 2025. According to its note for the second quarter of 2026, unemployment stands at 9.5%, including 27.2% among 15-24 year-olds and 16.7% among higher-education graduates. Under the old survey, it was 13.0% in 2025 (37.2% among 15-24 year-olds, 19.1% among graduates). These two series do not show a decline: the definitions differ.

The country has 12.6 million people in the labour force (2025, ILO and World Bank) and 10,867,000 employed people (HCP, 2025 note). The participation rate is 43.5%: 68.5% for men, 19.0% for women.

How much does an employee cost in Morocco?

The euro amounts in this section use the Bank Al-Maghrib rate of 20 October 2026: €1 = MAD 10.9973, rounded to the nearest euro.

Minimum wage and employer contributions

The statutory minimum wage (SMIG) is MAD 17.92 per hour since 1 January 2026, or about MAD 3,423 per month (€311) over 191 hours. The French minimum wage (SMIC) is €1,867.02 gross per month for 35 hours. The SMIG is a floor, not a hiring salary.

Employer social security contributions total 21.09% of gross salary, according to two consistent payroll sources (Upsilon Consulting and ClicPaie, 2026). They break down as follows: family allowances 6.40%, pension 7.93%, sickness 1.05%, compulsory health insurance 4.11% and vocational training 1.60%. Pension and sickness are calculated on a salary capped at MAD 6,000 per month. Work accident contributions come on top, from 0.5% to 5% depending on the sector.

Market salaries by job

We found no consultancy guide for Morocco in 2025-2026. According to the recruitment website Jobsquare (2026 articles, a single source per row), gross monthly salaries are as follows. The same site publishes varying scales for call centre agents, so the ranges are wide.

Job (gross monthly)JuniorMid-levelSenior
French-speaking call centre agent (fixed pay, excl. bonuses)MAD 3,000-4,500 (€273-409)MAD 4,000-6,000 (€364-546)Not published
Full stack developerMAD 7,000-12,000 (€637-1,091)MAD 12,000-22,000 (€1,091-2,000)MAD 20,000-35,000 (€1,819-3,183)
AccountantMAD 5,000-9,000 (€455-818)MAD 9,000-18,000 (€818-1,637)Not published

As a cross-check, the Paylab salary survey (gross, bonuses included, all levels, date not specified) gives MAD 3,356-11,115 (€305-1,011) for an accountant. According to Jobsquare, the mid-point of a senior developer's range is about 2.9 times that of a junior; Paylab gives 1.45 for accountants.

Comparison with France and the United Kingdom

For a mid-level developer, SalaireClair (2026) reports €45,000 to €55,000 gross per year in Île-de-France (€3,750 to €4,583 per month). In Morocco, the same profile earns €1,091 to €2,000 gross per month. In the United Kingdom, the National Careers Service shows £30,000 as a starting salary for a developer (about €2,975 per month). The sources differ: we do not calculate any percentage saving. Moroccan employer contributions come on top of the gross amounts; employer cost in France and the United Kingdom was not studied.

And with MaaSil?

A market salary is not the cost of a service. MaaSil states that it handles recruitment, the contractual relationship, payroll, HR follow-up and coordination. Its public price list is the same for every country. It runs from €55 to €100 excl. VAT per day for general profiles (about €1,150 excl. VAT per month). It runs from €120 to €250 excl. VAT per day for senior developers (about €2,600 excl. VAT per month): see our pricing.

Which cities should you choose to outsource to Morocco?

According to the professional association APEBI (statements from December 2020, the most recent figure found), the Casablanca-Rabat axis accounted for 81% of offshoring, Fez-Meknes for 11% and Tangier-Tetouan for 4%. The secondary platforms (Fez, Oujda, Tetouan) cap employees' income tax at 10%, against 20% for the main ones.

No quantified cost gap between cities was found. Populations are those of the municipalities in the HCP's 2024 census. English scores are from the 2025 EF index (out of 1,000).

Casablanca

3,236,000 inhabitants, Hassan II University. The Casanearshore platform (2005) hosts more than 100 multinational operators according to Casablanca Invest. English: 503.

Rabat-Salé

Rabat (516,000 inhabitants) and Salé (945,000) are home to Mohammed V University and engineering schools, including ENSIAS. Rabat's English score: 517, the highest of the cities listed.

Fez

1,183,000 inhabitants, Sidi Mohamed Ben Abdellah and Quaraouiyine universities. Secondary platform: Fès Shore. English: 515.

Tangier and Tetouan

Tangier (1,275,000 inhabitants) hosts Tanger Med, which reports offshoring activity without a job figure. Tetouan is one of the secondary platforms (Tétouan Shore). Tangier's English score: 510.

Marrakech

1,015,000 inhabitants, Cadi Ayyad University; we found no dedicated public offshoring park. English: 512.

What is the time difference with Europe?

Since 20 September 2026, Morocco has been on UTC+0 all year: it is on London time in winter and one hour behind in summer. Until Europe moves to winter time on 25 October 2026, the gap is two hours with Paris and one hour with London.

According to Finances News Hebdo, this change results from decree no. 2.26.530, published in Official Bulletin no. 7521 of 29 June 2026. The text of the decree could not be consulted.

The table gives the time difference (Moroccan time minus the city's time) and the shared office hours, for 9am to 6pm working days on both sides. The lunch break is not deducted. European winter time runs from 25 October 2026 to 27 March 2027. Summer time runs from 28 March to 31 October 2027 (rule of the last Sunday of March to October, assumed to be maintained).

Reference cityWinterSummerShared hours (winter / summer)
London, Dublin0 hMinus 1 h9 hours / 8 hours
Paris, Brussels, Berlin, Amsterdam, Madrid, Copenhagen, Stockholm, OsloMinus 1 hMinus 2 h8 hours / 7 hours
HelsinkiMinus 2 hMinus 3 h7 hours / 6 hours

From 2018 to 19 September 2026, Morocco was on UTC+1, reverting to UTC+0 during Ramadan. This Ramadan-specific change is no longer relevant, and no clock change has been announced for the next Ramadan. Earlier sources that state "UTC+1" are out of date. The Labour Code requires a weekly rest of at least 24 hours, granted on Friday, Saturday, Sunday or market day.

Languages and skills available

Arabic and Tamazight are the official languages. In the HCP's 2024 census, French has a "usage rate" of 60%, a notion that the press article relaying it does not define. The International Organisation of La Francophonie, via Statista (year not specified), estimates that 13.5 million Moroccans (36%) are proficient in French: these two measures cannot be compared.

Morocco scores 492 out of 1,000 in the 2025 EF English Proficiency Index: 68th out of 123 countries, 10th in Africa and 2nd in the Maghreb behind Tunisia. Its score rose by 13 points in one year. EF classes it as "low proficiency" (the world average is 488). By function: customer service 502, IT 504, administration 453, accounting and finance 425. The index is based on volunteers taking an online test: it describes a trend, not the level of an individual candidate.

Infrastructure: internet, electricity, technology parks

According to Ookla (March 2026, relayed by Wikipedia), the median speed is about 78 Mbit/s on mobile and 56 Mbit/s on fixed.

Access to electricity reaches 100% of the population in 2024. The Competition Council considers in 2025 that security of supply is guaranteed; no recent public statistic quantifies the outages suffered by businesses.

Data protection and employment law

Personal data and GDPR

Law no. 09-08 of 18 February 2009 is overseen by the National Commission for the Control of Personal Data Protection (CNDP). Under its articles 43 and 44, a transfer of data abroad requires an adequate level of protection, with exceptions (express consent, international agreement, CNDP authorisation). We found no verified information on the overhaul of the law, announced since 2023.

The European Commission has not adopted an adequacy decision for Morocco, which is not on its official list. A transfer from the European Union therefore relies on a tool provided for by the GDPR, for example the standard contractual clauses (Implementing Decision (EU) 2021/914). This point is settled in the contract before the start.

Employment law and taxation

The Labour Code (law no. 65-99, consolidated version of 26 October 2011, later amendments not researched) sets normal working time at 44 hours per week. The probationary period is three months for managers, one and a half months for employees and fifteen days for manual workers.

According to Upsilon Consulting (September 2026, single source), eligible service providers can benefit from a five-year corporate tax exemption, then a rate of 20%. Moroccan VAT is exempt on service exports under conditions. These benefits concern the provider: they do not translate into a quantified saving for the client.

Practical information: currency, public holidays, flights and visas

The currency is the Moroccan dirham (MAD), on an adjustable fixed rate: the central rate depends on a basket of 60% euro and 40% US dollar.

According to Upsilon Consulting, the fixed-date civil holidays in 2026 are: 1, 11 and 14 January, 1 May, 30 July, 14, 20 and 21 August, 6 and 18 November. Every 31 October adds Unity Day, declared a national holiday by a Royal Cabinet statement of 4 November 2025. Its status as a paid public holiday, as described by the press, is not confirmed by an official text we consulted. The Ministry of Habous sets the religious holidays after sighting the crescent moon (Eid al-Fitr 2026: 20 March). We found no single official count of public holidays.

Royal Air Maroc advertises a direct flight of about three hours between Paris and Casablanca, several times a day. According to the British government, British citizens do not need a visa for a tourist stay of up to 90 days, with a passport valid three months after arrival. For French and European nationals, consult France Diplomatie. For safety, consult the official British and French advice.

Morocco compared with other African destinations

The table compares Morocco with Tunisia, Egypt and France. The euro amounts use Eurostat's 2025 annual averages for all countries. Morocco's minimum wage is therefore worth €324 there, against €311 at the day's rate used above.

The indicators are of different kinds, and Tunisia and Egypt were checked less thoroughly than Morocco. Minimum wages do not allow labour costs to be compared. Tunisia: ILO-estimated unemployment is higher there (15.1% against 9.0%). Its time zone (UTC+1) is the same as Paris in winter; see outsourcing to Tunisia. Egypt: it is 23rd in the 2023 Kearney ranking against 28th for Morocco. Its median fixed speed is higher (93 against 56 Mbit/s) and its English score is lower (458 against 492); see outsourcing to Egypt.

How MaaSil recruits in Morocco

MaaSil recruits in Morocco remotely and relies on a business manager based in the country. The selection process is the same as for its consultants in Madagascar. The model is one of dedicated consultants, 100% integrated into the client's teams (same tools, same processes, direct daily exchanges). MaaSil states that it manages recruitment, the contractual relationship, payroll, HR follow-up and coordination.

The process has four steps: pre-selection, two interviews, technical tests, presentation to the client. According to MaaSil, only profiles from the "top 1%" of CVs received are presented. The company states about one month to recruit and about four weeks to reach full autonomy. These statements cover its whole activity, mostly in Madagascar, and have not been verified by a third party.

According to MaaSil, the client directs the assignments day to day. Independently of MaaSil, the transfer of personal data from the European Union to Morocco is settled in the contract, for example with standard contractual clauses. MaaSil presents its model on the "Why us" page; to describe a need, use the contact page.
