Outsourcing to Ghana: costs, profiles and cities (2026)
Page updated on 22 October 2026. Public data checked; sources at the end of the page.
Outsourcing to Ghana attracts European companies with its English (36th out of 123 countries in the EF 2025 index) and a UTC+0 time zone all year, in line with London in winter. The population is young (median age of 21.0 in 2021). The legal minimum wage is GHS 21.77 a day in 2026, or about €1.66. Against that: unemployment of 13.0% according to the national statistics institute (Q3 2025), power grid incidents in 2026 and a sector that is still emerging. This page sets out costs, cities, time difference, law and practical conditions.

Why outsource to Ghana?
Three strengths are measured for offshore outsourcing from Europe. English: 540 points (EF 2025, self-selected online test). The UTC+0 time zone: 9 shared office hours with London and 8 with Paris in winter. A young population. According to BOSAG, Concentrix and Teleperformance together employ more than 2,500 people in Ghana (May 2026).
The limits are documented: power incidents in 2026, no European adequacy decision, no official statistics on the sector. On top of that come single-source salaries, a volatile cedi and an emerging market (45th out of 78 in the 2023 Kearney ranking). The Labour Act of 2003 provides no regime for the provision of staff.
The job market in Ghana
Unemployment: two measures that do not agree
The Ghana Statistical Service (GSS) publishes 13.0% in Q3 2025, the latest quarter available, in its quarterly QLFS survey. The AHIES survey gave 13.1% in Q4 2024; the GSS changed survey in 2025, with no comparability note found. The ILO models, used by the World Bank, give 2.98% in 2025. Neither institution explains the gap, and the GSS official definition of unemployment cannot be found: the two figures are presented without choosing between them.
Young people and informal employment
Unemployment among 15-24-year-olds reaches 32.5% on average over January-September 2025; the GSS publishes no rate for graduates. Nearly 80% of jobs are informal (GSS, 2025): unemployment therefore does not measure the number of qualified candidates.
The outsourcing sector
BOSAG, the association of the BPO (business process outsourcing) sector created in November 2024, declares more than 20,000 jobs (May 2026): unaudited data. Its target went from "one million" jobs in five years (April 2025) to 100,000 new jobs (May 2026): targets, not results. The 24-Hour Economy law (19 February 2026) offers tax rebates to successive shifts, with no mention of BPO in the article consulted.
How much does an employee cost in Ghana?
Minimum wage and contributions
The minimum wage is GHS 21.77 a day in 2026 (about €1.66), against 19.97 in 2025. Rate used here: €1 = GHS 13.10 (interbank rate of the Bank of Ghana, 19 October 2026, via ModernGhana). The monthly equivalent is about GHS 588 (€44.9), according to the SSNIT notice (social security). The official text of the decision cannot be found. The SSNIT contribution is 13% for the employer and 5.5% for the employee; other contributions were not researched.
Market salaries
A market salary is not the cost of a service: it excludes contributions, recruitment and supervision. With no recruitment consultancy guide, the ranges come from Paylab (self-reported survey, all levels; the range covers 80% of respondents). For developers, they come from MaxisHR (2026 survey, "Software Engineer" job). Each row has only one source. Gross monthly amounts; "—": not published.
| Job | Junior | Mid-level | Senior | All levels (Paylab) |
|---|---|---|---|---|
| Call centre agent | — | — | — | GHS 1,970-5,070 (€150-387) |
| Software developer | GHS 4,000-7,000 (€305-534) | GHS 7,000-13,000 (€534-992) | GHS 13,000-22,000 (€992-1,679) | GHS 2,914-13,258 (€222-1,012) |
| Accountant | — | — | — | GHS 1,368-5,930 (€104-453) |
Only the developer has a breakdown by level: the senior earns 3.1 to 3.3 times the junior (a single source).
France and the United Kingdom
In France, an experienced developer earns €3,750 to €4,583 gross a month (Michael Page, APEC). The legal minimum wage (SMIC) is €1,867.02 gross. In the United Kingdom, a beginner web developer earns about €2,684 gross a month (National Careers Service). Different scopes: no percentage saving is calculated.
And with MaaSil?
MaaSil publishes a single price list, with no distinction by country, on its pricing page. It runs from €55 to €100 excl. VAT (excluding taxes) per day for general profiles (about €1,150 excl. VAT a month). For senior developers, it runs from €120 to €250 excl. VAT per day (about €2,600 excl. VAT a month). This is the price of a service, not a market salary.
Which cities should you choose for outsourcing to Ghana?
No salary survey by city was found. An executive at Ghana Digital Centres Limited calls for centres to be extended beyond Accra (January 2026).
Accra and Tema
Accra is home to the Accra Digital Centre and the AIDEC Digital BPO centre (April 2025). Greater Accra has 5,455,692 inhabitants (2021 census). Tema has a free zone enclave.
Kumasi
The Ashanti region has 5,440,463 inhabitants (2021); no consistent figure exists for the city alone. Kumasi has a free zone enclave and KNUST university. No BPO centre is documented there.
Cape Coast, Tamale and Takoradi
In Cape Coast, the Ukwa technology park (about 3,000 outsourcing seats) remains a project. In Tamale, eServices Africa announces a delivery centre (GNA, August 2026, for both). Takoradi has a free zone enclave.
What is the time difference with Europe?
Ghana is on London time in winter and one hour behind London in summer, as it stays on UTC+0 all year.
| Reference city | Winter | Summer | Shared hours (winter / summer) |
|---|---|---|---|
| London, Dublin | 0 h | −1 h | 9 h / 8 h |
| Paris, Brussels, Berlin, Amsterdam, Madrid, Copenhagen, Stockholm, Oslo | −1 h | −2 h | 8 h / 7 h |
| Helsinki | −2 h | −3 h | 7 h / 6 h |
Difference = Ghanaian time minus that of the city, with office hours of 9am to 6pm on both sides. Europe goes back to winter time on 25 October 2026: the gap with London then goes from −1 h to 0 h.
Languages and skills available
English is the language of administration, education and business. A little over 96% of literate people aged 6 and over can read and write it (2021 census). The EF English Proficiency Index 2025 gives 540 points (36th out of 123 countries, "moderate" level), against 539 for France; no study on accent was found.
Only 1% of inhabitants speak French (OIF, 2022). No centre serving in German, Spanish or Italian was found.
Infrastructure: internet, electricity, technology parks
Internet. The median fixed speed is 49.64 Mbit/s (Ookla, March 2026), against 352.35 in France.
Electricity. Access covers 91.9% of the population (2024), but no recent reliability indicator was found. Facts from 2026: on 30 January, the Energy Minister stated that there had been no load shedding (scheduled power cuts) for more than ten months. On 23 April, a fire at the Akosombo substation affected, according to officials, 720 to 1,000 MW of transmission capacity. All units were restored on 1 May (Graphic Online). On 20 August, a line fault cut power in part of the country.
Parks and free zones. The free zones include call centres; after ten years of exemption, sources differ on the tax rate (8% or 15%).
Data protection and employment law
Personal data. The Data Protection Act of 2012 is in force. Its section 18 (2) requires, for the data of foreign nationals sent to Ghana for processing, compliance with their home data protection legislation. The data controller must register with the Ghanaian Data Protection Commission. Ghana has no European Commission adequacy decision: transfers rely on standard contractual clauses or another GDPR (European regulation) mechanism.
Employment law. The Labour Act of 2003 sets a maximum of 40 hours a week (section 33) and at least 15 working days of paid leave (section 20). The notice period is one month for a contract of three years or more and two weeks otherwise (section 17). The text consulted contains no regime for the provision of staff (an employee employed by one company and assigned to a client). Its section 7 makes private employment agencies subject to a licence from the minister; no notice or decision found classifies an outsourcing provider. A bill (remote work, platforms) was announced as almost complete on 1 May 2026, with no filing found.
Practical information: currency, public holidays, flights and visas
Currency. Annual averages for €1: GHS 5.87 in 2019, 15.43 in 2024, 13.88 in 2025 (Eurostat); 13.10 on 19 October 2026. Against the dollar, the cedi rose in 2025 and then fell in 2026, according to the press.
Public holidays. Calendars count 14 statutory public holidays in 2026; 4 August is abolished. The weekly rest is 48 consecutive hours, preferably Saturday-Sunday (section 42).
Flights. According to aggregators, British Airways operates a direct London-Accra flight (seven a week, about 7 hours): to be checked with the airline. For Paris, sources contradict each other on whether a direct flight exists.
Visa and safety. A French citizen needs a visa, to be obtained before arrival, for 60 days at most on entry (France Diplomatie, 15 September 2026). According to its Safety page (same date), France Diplomatie formally advises against the northern border with Burkina Faso (including Bawku). It recommends heightened vigilance in Accra, where bag snatching is relatively frequent.

Minimum wages converted at the 2025 annual average of Eurostat, hence small gaps with the other pages. Ghana: GHS 587.79 a month (21.77 × 27 days), or €42.4 here and €44.9 at the rate of the costs section. Different time bases: do not rank the countries.
- Nigeria: Ghana has weaker English (540 against 568) and better electricity (91.9% against 62.5%). It is one hour further from Paris in winter.
- Kenya: Ghana has weaker English (540 against 593), a lower minimum wage and a time zone closer to Paris.
- Côte d'Ivoire: same UTC+0 time zone; Ghana has far better English (540 against 393), but 1% French speakers against 34% (OIF, 2022).
How MaaSil recruits in Ghana
MaaSil states that it recruits in Ghana remotely and relies on a business manager based in the country. According to MaaSil, the selection is the same as for its consultants in Madagascar (see Why us), in four stages:
- pre-selection (the "top 1%" of the CVs received, according to MaaSil);
- two interviews;
- technical tests;
- presentation of the candidate to the client.
MaaSil announces about one month to recruit and about four weeks for full autonomy. It states that its consultants are 100% integrated into the client's teams, which direct the assignments day to day. It says it handles recruitment, payroll, HR follow-up and coordination. These statements have not been verified by a third party. The premises, internet and power backups and GDPR framework that MaaSil advertises concern Madagascar, not Ghana.
