Outsourcing to Benin: costs, profiles and cities (2026)
Page updated on 22 October 2026. Public data checked; sources at the end of the page.
European companies are looking at Benin for three reasons. French is the official language (34% French speakers in 2022, according to the International Organisation of La Francophonie, OIF). The UTC+1 time zone matches Paris time in winter. The CFA franc is pegged to the euro (€1 = 655.957 CFA francs). The minimum wage is 52,000 CFA francs per month, or about €79. The outsourcing market, however, remains poorly documented: no public statistics for the sector were found, and electricity and the internet remain fragile. This page brings together the verified figures, their limits, the cities, the law and how MaaSil recruits in Benin.

Why outsource to Benin?
Two strengths stand out. Time and language: Benin stays on UTC+1 with no summer time, and French is the official language. Currency: the fixed parity removes the exchange rate risk against the euro.
The market remains emerging. Vipp-Interstis and Concentrix Bénin are present, but Benin is not listed in the 2023 Kearney ranking of services destinations. English, electricity and internet speed are weak points.
The job market in Benin
Unemployment is very low, but varies by series: 1.59% in 2025 (ILO model), 1.685% in 2022 (national survey), 2.4% on the World Bank country page (no year given). The definitions used by the statistical institute (INStaD, website under maintenance on 22 October 2026) could not be read. Higher-education graduates stand at 10.3% in 2022 (World Bank).
The DTDA 2025/2026 report considers the official rate underestimated. Informality reaches 94% of non-agricultural employment in 2022 (DTDA), 90.1% of total employment (World Bank, year not given) or 96.35% (ILO, 2022, via Wikipedia, broader scope). Only 20.2% of jobs are salaried in 2025.
An outsourcing sector that is not measured
No public statistics for the sector (jobs, turnover) were found. Isolated benchmarks: more than 700 jobs at Vipp-Interstis in April 2019 (government source), 1,100 in January 2020 (press); 200+ agents at CallConnect and 250+ at ABIFA Center, declared figures. Sèmè City is a training, incubation and research campus, not a call centre park. According to Wikipedia (single source), the digital agency was merged in 2022 into the Agency for Information and Digital Systems (ASIN).
How much does an employee cost in Benin?
The minimum wage (SMIG) is 52,000 CFA francs per month, or about €79 (€1 = 655.957 CFA francs, fixed parity), since 1 January 2023 (decree no. 2022-692). Employer social security contributions (CNSS) are 9% (family benefits), 1% to 4% (occupational risks) and 6.4% (pension).
There is no international consultancy data or national survey. The amounts below come from three limited sources: Paylab (fewer than 20 respondents per job), Africarrieres (a guide with no source, sometimes below the SMIG) and OpenShores (a blog with no method). Monthly amounts; gross for Paylab, gross or net not stated elsewhere.
| Job (source) | Junior | Mid-level | Senior |
|---|---|---|---|
| Call centre agent (Paylab) | Not available | 303,438 CFA francs (≈ €463) after 5 years | Not available |
| Developer (OpenShores, Paylab) | US$300-500 (≈ €267-445) | 643,874-771,790 CFA francs (≈ €982-1,177) after 5 years | US$600-1,200 (≈ €534-1,068) |
| Accountant (Africarrieres, Paylab) | 80,000-120,000 CFA francs (≈ €122-183) | 150,000-300,000 CFA francs (≈ €229-457) | 470,059 CFA francs (≈ €717), chief accountant after 5 years |
| Administrative assistant (Africarrieres) | 45,000-70,000 CFA francs (≈ €69-107) | 80,000-150,000 CFA francs (≈ €122-229) | 120,000-250,000 CFA francs (≈ €183-381), executive secretary |
These lines contradict each other. For developers, Paylab's mid-level figure exceeds OpenShores' senior figure. For an assistant at 5 years, Paylab gives 302,084 CFA francs (≈ €461), two to three times Africarrieres. Do not average them. At Africarrieres, the ratio of mid-level to junior is 2.25 (accountant) and 2.0 (assistant); at OpenShores, senior to junior: 2.25 (developer).
Benchmarks in Europe: a mid-level developer earns €45,000 to €55,000 per year in France (€3,750 to €4,583 per month, Michael Page, 2022). An experienced web developer earns £60,000 per year in the United Kingdom (about €5,950 per month, National Careers Service). The sources are not comparable: no percentage saving is calculated.
And with MaaSil?
MaaSil publishes a single public price list, with no distinction by country: €55 to €100 excl. VAT per day for general profiles (about €1,150 excl. VAT per month) and €120 to €250 excl. VAT per day for senior IT developers (about €2,600 excl. VAT per month). It is detailed on the pricing page. A market salary is not the cost of a service. A local provider, CallConnect, advertises €1,000 to €1,300 per agent per month, all inclusive, for customer support (declared selling price).
Which cities should you choose to outsource to Benin?
No cost difference between cities was found. Populations: 2013 census, the latest published.
Cotonou
Cotonou (679,012 inhabitants) is the main hub: CallConnect, Concentrix Bénin and Vipp-Interstis are identified there.
Abomey-Calavi
Abomey-Calavi (656,358 inhabitants) is home to the largest public university: 62,175 students and 11,470 graduates in 2023-2024, including 9,002 bachelor's and 1,983 master's degrees. ABIFA Center announces 250+ call centre agents there.
Porto-Novo
Porto-Novo (264,320 inhabitants), the official capital: no call centre identified.
Parakou
Parakou (255,478 inhabitants) is the hub of the north, with a public university and no call centre identified. France Diplomatie does not name Parakou in its areas to avoid: check its official map before any project.
What is the time difference with Europe?
Benin is on UTC+1 all year, with no summer time: 1 h ahead of London in winter, on the same time as London in summer. British Summer Time ends on 25 October 2026, and the gap with London then goes from 0 h to +1 h.
| Reference city | Winter | Summer | Shared hours (winter / summer) |
|---|---|---|---|
| London, Dublin | +1 h | 0 h | 8 hours / 9 hours |
| Paris, Brussels, Berlin, Madrid | 0 h | −1 h | 9 hours / 8 hours |
| Helsinki | −1 h | −2 h | 8 hours / 7 hours |
Gap = Benin time minus the city's time; shared hours for working days of 9am to 6pm local time. No clock change during Ramadan was found.
Languages and skills available
French is the official language. According to the OIF, 34% of the population speaks French (2022), which does not measure professional level; 51% of adults are literate (2022). Concentrix job offers in Cotonou ask for good spoken and written French.
English is the weak point: the EF EPI 2025 index ranks Benin 113th out of 123 (406 points, "very low"), against 540 for Ghana and 568 for Nigeria.
Infrastructure: internet, electricity, technology parks
Internet. The median fixed speed is 30.60 Mbit/s in March 2026 (Ookla), the lowest of the five African countries compared below. The SAT-3 and ACE cables reach the end of their life between 2025 and 2032. The landing of 2Africa is not confirmed, and a regional outage hit Benin on 14 March 2024.
Electricity. Access reaches 59% of the population in 2024 (World Bank) or 42.6% at the end of 2024 (National Energy Pact): the gap is not explained. Net imports covered 83.3% of final consumption in 2023 (IEA). SBEE announced disruptions linked to the electricity supply from Nigeria on 2 and 19 October 2026, after several weeks of disruption in early 2026. A contact site must plan for its own power supply.
Parks. No park dedicated to call centres was found; Sèmè City (360 hectares, Ouidah) is aimed at training.
Data protection and employment law
Data protection
The Code du numérique (law no. 2017-20) is supervised by the APDP authority. Its article 391 allows a transfer to a third State only if the authority finds equivalent protection, and requires its prior authorisation (exceptions: article 392). The European Commission has not adopted an adequacy decision for Benin: transfers from the EU go through standard contractual clauses.
Employment law
The framework combines the Labour Code (law 98-004) and law no. 2017-05. The probationary period has no numerical cap in the 2017 law, and the fixed-term contract is renewable "indefinitely" (article 13).
Article 21 provides: "Any form of use of labour through intermediaries is prohibited, except strictly within the provisions on temporary agency work." Articles 22 and 23 define subcontracting. Article 56 provides a fine of 25,000 to 250,000 CFA francs (≈ €38 to €381) for anyone who supplies or uses labour in breach of articles 17 to 21. This page does not settle the question: any dedicated team set-up must be checked by a Beninese lawyer.
Tax incentives
No BPO-specific regime was found. The Investment Code (law 2020-02) provides exemptions for investments of 50 million to 1 billion CFA francs (≈ €76,000 to €1,524,000); the eligibility of a call centre is not established.
Practical information: currency, public holidays, flights and visas
Currency. 655.957 CFA francs to €1. Public holidays. The official 2026 list cannot be found and two published calendars differ; Monday 26 October 2026 is not confirmed as a public holiday. Flights. Paris-Cotonou: direct Air France flight of about 6 h 25 (to be confirmed); London-Cotonou: no direct flight found. Visa. Compulsory for French and British citizens: e-visa on evisa.bj (€50, €75 or €100 depending on the option, 2020 prices, to be confirmed). Yellow fever certificate required; passport valid for six months after the return.
Safety and context
According to France Diplomatie (15 September 2026), the following are formally advised against: the border areas with Burkina Faso and Niger, the north-west border with Togo, the north-east border with Nigeria as far as the Nikki area, the Pendjari and W parks and Banikoara. Central Atakora and the Kandi-Tchaourou strip are advised against except for imperative reasons. Cotonou, Abomey-Calavi and Porto-Novo are not in any area advised against. France Diplomatie reports attacks on the northern borders since November 2021 and a foiled coup attempt on 7 December 2025 (page of 25 June 2026).

Sources: World Bank, EF, Ookla, Eurostat (2025 rate). The bases of the minimum wage differ (monthly, daily, 40 h): do not rank countries on this line.
Senegal and Côte d'Ivoire share the CFA franc; Benin has a lower minimum wage there, but Paris time in winter. Ghana has better English (540 against 406) and more electricity, but 1% of French speakers. Nigeria shares its time zone, with better English (568).
How MaaSil recruits in Benin
MaaSil recruits in Benin remotely and relies on a business manager based in the country. The selection process is the same as for its consultants in Madagascar (MaaSil states more than 100 consultants and more than 40 clients, mostly in Madagascar):
- pre-selection of applications;
- two interviews;
- technical tests;
- presentation to the client.
According to MaaSil, it takes about one month to recruit and about four weeks to reach full autonomy. MaaSil states that it provides dedicated consultants, 100% integrated into the client's team (same tools, same processes, direct daily exchanges). MaaSil states that it handles recruitment, HR follow-up and coordination; the client directs the assignments day to day. The equipped premises and the internet and power backup described by MaaSil apply to Madagascar, not to Benin. See why MaaSil or contact MaaSil.
Which jobs can you outsource to Benin?
Three families of jobs are plausible given the data. Customer relations in French: French-speaking contact centres have been recruiting in Cotonou since 2018; see customer relations officer and customer success manager.
Accounting and administration: see accountant and administrative assistant; published salaries are poorly documented. IT: the University of Abomey-Calavi and Epitech Bénin train IT specialists; see full stack developer.
