Outsourcing to Uganda: costs, profiles and cities (2026)

Page updated on 22 October 2026. Public data checked; sources at the end of the page.

Outsourcing to Uganda draws on English, the official language (518 points, 53rd out of 123 countries in the EF 2025 index), and on a UTC+3 time zone that leaves 7 shared office hours with Paris in winter. The population is young (median age of 16.9 in 2025) and unemployment stands at 12.2% according to the 2025 national survey (17.9% among 15-24-year-olds). The local BPO (business process outsourcing) sector remains small: 50 active companies according to the ICT Ministry. This page sets out costs, cities, time zone, law and infrastructure, without leaving out the unstable currency in 2026 or the network outages.

Why outsource to Uganda?

A note on vocabulary: in Uganda, "externalisation" (labour externalisation) most often means sending Ugandan workers abroad, mainly to the Gulf. This page covers the outsourcing of services (customer service, accounting, IT) for European companies, carried out remotely from Uganda.

About 700,000 young people enter the job market every year (National Planning Authority), for a little over 200,000 jobs created (World Bank, November 2025), according to Ecofin (July 2026).

The government launched a national BPO policy on 24 February 2025. Job targets diverge: more than 100,000 according to the ministry's permanent secretary (2024), 150,000 by 2030 according to the minister (2025). The text of the policy gives no figure. The 24th place out of 193 countries comes from the 2026 Ataraxis index, published by a private remote recruitment firm; Uganda is not among the African countries cited in the 2023 Kearney index.

The job market in Uganda

The Uganda Bureau of Statistics (UBOS) Labour Market Survey 2025, presented on 16 April 2026, gives 12.2% unemployment among people aged 15 and over (without work, actively seeking it, available), 17.9% among 15-24-year-olds and 16.2% among 18-30-year-olds (national definition). The ILO's modelled estimate gives 2.75% in 2025, four times lower: the two series cannot be compared, and we use the survey.

Informal employment accounts for 87.6% of employment excluding agriculture (UBOS, 2025). Graduates per year and call centre turnover: no public statistics.

According to the ICT Ministry (12 November 2025), the BPO sector has 243 registered companies, of which 50 are active, and more than 10,000 direct jobs. Only one international operator is identified: Helpware, a US company that arrived in 2023. The local market was valued at USD 3 million in February 2025 (Monitor). We classify the market as emerging.

How much does an employee cost in Uganda?

Minimum wage and contributions

Uganda has no operational cross-sector minimum wage. The only published rate, UGX 6,000 a month (about €1.3), dates from 1 January 1984 (WageIndicator, Monitor) and has not been updated: it has no practical effect. A 2015 bill, passed by Parliament, was not signed into law by the President; the 2026 employment law creates no minimum. Wages are set by the market. The employer pays 10% of gross salary to social security (NSSF), the employee 5%.

Market salaries

No consultancy survey covers Uganda. The figures, in gross monthly terms, come from two Kampala blog guides with no published method (Basket Advisory, Kampala Index) and from Paylab (self-reported, undated): they are orders of magnitude. The euro amounts use €1 = 4,689.96 UGX, the "mid" rate of the central bank (BoU) on 21 October 2026 as relayed by AllRatesToday, as the BoU page could not be read.

A developer working remotely for foreign companies earns UGX 15 to 60 million (€3,198 to €12,793) according to the Kampala Index. The junior-to-senior gap is ×2.3 to ×2.5 in customer service, ×2.9 to ×3.0 in accounting and ×6.7 to ×7.1 for the developer (a single guide, so treat with caution).

By comparison, a junior accountant earns €2,667 to €2,917 gross a month in France (Michael Page, 2025). A beginner web developer earns about €2,684 in the United Kingdom (National Careers Service). The French legal minimum wage (SMIC) is €1,867.02 gross a month (2026). Sources differ: no total cost is compared.

And with MaaSil?

MaaSil publishes a price list: €55 to €100 excl. VAT per day for general profiles (about €1,150 excl. VAT a month) and €120 to €250 excl. VAT per day for senior IT developers (about €2,600 excl. VAT a month), detailed on the pricing page. It is the same for every country. A market salary is not the cost of a service: according to MaaSil, the service includes recruitment, payroll, HR follow-up and coordination.

Which cities should you choose for outsourcing to Uganda?

Only Kampala has documented elements on outsourcing; the specialities of the other cities were not found. Populations: UBOS census of May 2024.

Kampala

The municipality has 1,797,722 inhabitants, and the neighbouring Wakiso district 3,411,177. Makerere University is based there. The Namanve park (2,400 hectares) employs 15,099 formal employees (UBOS, 2025) and hosts the BPO centre Exquisite Solutions.

Jinja

279,184 inhabitants and an industrial park with 202 employees.

Mbarara

264,425 inhabitants and the Mbarara University of Science and Technology (public, 1989).

Gulu

233,271 inhabitants and Gulu University (public, 2004).

Mbale

290,414 inhabitants and an industrial park with 3,813 employees, the second largest in the country by employment.

What is the time difference with Europe?

Uganda is 3 hours ahead of London in winter and 2 hours ahead in summer.

The country stays on UTC+3 all year, with no daylight saving time (IANA database). Europe goes back to winter time on 25 October 2026: the gap with London then goes from +2 h to +3 h.

Reference cityWinterSummerShared hours (winter / summer)
London, Dublin+3 h+2 h6 h / 7 h
Paris, Brussels, Berlin, Amsterdam, Madrid+2 h+1 h7 h / 8 h
Helsinki+1 h0 h8 h / 9 h

Shared hours are a calculation for office hours of 9am to 6pm on both sides.

Languages and skills available

English is the official language, Swahili the second official language (Constitution, Article 6). The EF 2025 index places Uganda at 518 points (53rd out of 123 countries, "moderate" level), behind Kenya (593) and Nigeria (568). This index rests on an online test taken by volunteers.

Uganda is not a French-speaking destination: the press estimates French speakers at about 145,000 people (0.4% of the population).

Infrastructure: internet, electricity, technology parks

The median fixed speed is 30.25 Mbit/s (Ookla, March 2026). The country is landlocked, with no submarine cable. The regulator UCC ordered a national internet shutdown from 13 January 2026, ahead of the 15 January elections; access returned on 18 January according to AllAfrica, after five days.

Access to electricity reaches 55.3% of the population (2024, World Bank), with no measure of reliability. The national grid suffered a general failure on 5 June 2026 (Monitor, Nile Post); single sources report another national outage on 12 April and an outage in Kampala on 18 October. A generator and a dual connection should be planned for; no source gives their cost.

The regional BPO parks planned by the 2025 policy have not been built.

Data protection and employment law

Personal data

The Data Protection and Privacy Act, 2019 is overseen by the Personal Data Protection Office (PDPO). According to our reading of section 1 (not legal advice), a provider established in Uganda that processes European clients' data falls under this law. Registration with the PDPO is mandatory: 14,697 entities were registered out of about 50,000 expected (director, 18 August 2026), and failure to register is presented as a criminal offence. The European Commission has adopted no adequacy decision for Uganda: transfers from the Union rely on standard contractual clauses.

Employment law

The Employment Act of 2006 sets 48 hours a week, 21 days of paid leave a year and a 6-month probation period that can be extended by 6 months. The Employment (Amendment) Act, 2026, in force since 5 June 2026, limits casual employment to six continuous months, makes grounds for dismissal mandatory and sets severance of one month's salary per year worked.

These laws contain no regime for the provision of staff; according to our reading, the employee of a provider answers to their own employer. The licence required of recruitment agencies in 2026 mainly targets placement abroad; its scope for a BPO provider is not established. A 2026 law on the protection of sovereignty, which regulates "agents of foreigners", is said to be in force since 22 May according to a single source (Wikipedia); its effect on providers is not established. Have any arrangement checked by a Ugandan lawyer.

Practical information: currency, public holidays, flights and visas

Currency and public holidays

The shilling has lost about 12% against the dollar since January 2026 (Trading Economics). Against the euro, €1 was worth 4,077.93 UGX on average in 2025 (Eurostat) and 4,689.96 UGX on 21 October 2026, or 15% more shillings. On 14 October, the central bank raised its policy rate in an emergency move from 9.75% to 12%. Inflation was 4.6% in September 2026, forecast at 7.0-7.5% over twelve months (Nairametrics, based on the central bank). The euro amounts on this page are therefore dated. About 14 national public holidays are paid (Wikipedia); the next ones are 25 and 26 December 2026.

Flights and visas

No direct flight from Paris was found; connections go through Brussels, Amsterdam, Istanbul or Doha. No official French source could be read on the visa. The British FCDO states that an online visa is mandatory for British citizens; unofficial guides cite USD 50 for French citizens, to be checked with the embassy. The yellow fever certificate is no longer mandatory (FCDO, 8 October 2026).

Health and safety

Uganda had 20 confirmed Ebola cases and 2 deaths; the Minister of Health declared the outbreak over on 28 July 2026 and the WHO on 27 August, with no active case as of 20 October (CDC). According to the British FCDO, the outbreak continues in neighbouring DRC (9,552 confirmed cases as of 19 October, ECDC). The France Diplomatie page of 10 September still displays the May-June alert. The FCDO judges terrorism "very likely" and reports demonstrations that are sometimes violent.

How MaaSil recruits in Uganda

MaaSil states that it recruits in Uganda remotely and relies on a business manager based in the country. According to MaaSil, the selection is the same as for its consultants in Madagascar (see Why us), in four stages:

  1. pre-selection (MaaSil states that it presents the "top 1%" of the CVs received);
  2. two interviews;
  3. technical tests;
  4. presentation of the candidate to the client.

MaaSil announces about one month to recruit and about four weeks for full autonomy. It states that its consultants are 100% integrated into the client's teams, which direct the assignments day to day. It also states that it handles recruitment, payroll, HR follow-up and coordination.
