Outsourcing to Liberia: costs, profiles and cities (2026)

Page updated on 22 October 2026. Public data checked; sources at the end of the page.

Outsourcing to Liberia is a nascent market, not an established industry. The country has English as its official language, a UTC+0 time zone all year and a legal minimum wage of USD 5.50 a day in the formal sector. Against that, only one international call centre is identified (Paynesville, 2024), no reliable market salary is published and no employment survey has been carried out since 2017. This page gathers the public data available, says what is missing and sets out costs, cities, time difference, law and practical conditions for a European company.

Why outsource to Liberia?

Three strengths are established: English is the official language (level not measured), the UTC+0 time zone gives 9 shared office hours with London and 8 with Paris in winter, and the US dollar is legal tender.

The limits weigh just as much. BNS Technology Solutions runs the only international call centre identified, in Paynesville (opened in June 2024), according to Outsource Accelerator, which relays the company's statements without independent verification.

The job market in Liberia

The latest labour force survey dates from 2017: unemployment of 5.93%, informal employment of 89.35% (ILO). The figure of 2.88% in 2025 (World Bank) is a model, not a measurement.

The country has 80 recognised higher education institutions (59,854 students in 2022/2023); the annual number of graduates cannot be found.

How much does an employee cost in Liberia?

Minimum wage. The Decent Work Act of 2015 (§ 16.1A) sets USD 5.50 a day in the formal sector, or about €4.90, and USD 3.50 for domestic and casual workers. A county labour commissioner cited USD 143 a month from September 2026 (about €127), that is 5.50 × 26 days. The employer contribution is 6% of gross salary (PwC).

Market salaries. No survey or consultancy guide covers the country. A single payroll site, Playroll, publishes two estimates (2026), all levels combined, with no junior-senior gap.

JobMonthly base salary (estimate)Equivalent in €
Customer service officerabout USD 300about €267
Software engineerabout USD 800about €712

ECB rate of 21 October 2026. No comparison with France or the United Kingdom, for lack of a reliable market salary.

And with MaaSil? A market salary is not the cost of a service. MaaSil's public price list, identical for all countries, runs from €55 to €100 excl. VAT per day for general profiles and from €120 to €250 excl. VAT for senior developers: see the pricing.

Which cities should you choose for outsourcing to Liberia?

No technology park or outsourcing zone is identified; the cost gap between cities cannot be found. Gbarnga, Buchanan, Ganta, Kakata and Harper: no outsourcing activity identified.

Monrovia

The capital has 1,761,032 inhabitants (2022).

Paynesville

A suburb of Monrovia, where BNS runs its call centre.

What is the time difference with Europe?

Liberia is on London time in winter and one hour behind London in summer, as it stays on UTC+0 all year.

Reference cityWinterSummerShared hours (winter / summer)
London, Dublin0 h−1 h9 h / 8 h
Paris, Brussels, Berlin, Madrid−1 h−2 h8 h / 7 h
Helsinki−2 h−3 h7 h / 6 h

Difference = Liberian time minus that of the city, with office hours of 9am to 6pm on both sides. Liberia never changes its clocks; Europe goes back to winter time on 25 October 2026.

Languages and skills available

English is the official language, alongside more than thirty indigenous languages. Its level is not measured: Liberia is absent from the EF 2025 index (123 countries). Adult literacy was 59.4% in 2010, an old figure that does not measure English. No service in French is documented.

Infrastructure: internet, electricity, technology parks

Electricity. Access stands at 34.9% in 2024 (World Bank) and 39% according to the government (22 September 2026). In March 2026, the chief executive of the power utility put demand at about 142 MW against less than 100 MW available, then stated in April that load shedding would remain necessary.

Internet. 32.2% of the population uses the internet in 2024. The 2026 median speed cannot be found.

Parks. No technology park or data centre identified.

Data protection and employment law

On 19 August 2026, the Minister of Posts and Telecommunications announced the enactment of a Data Protection Act (allAfrica). We found neither the text, nor the date of entry into force, nor the supervisory authority, and the tracker of Law Lab Africa (18 October 2026) still shows a bill in committee. With no European Commission adequacy decision, transfers from the European Union require safeguards such as standard contractual clauses.

The Decent Work Act contains no regime for temporary agency work. Its § 44.1 prohibits recruiting Liberians, at home or abroad, without a licence from the ministry; no regulation on temporary work agencies (§ 44.2 b) was found. Its § 1.5 d) presumes that anyone subject to a criterion of control, integration or economic dependence is an employee, whatever the form of the contract. Local legal advice is needed.

Practical information: currency, public holidays, flights and visas

Currency. The US dollar dominates transactions, but prices must be displayed in Liberian dollars. On 21 October 2026, the Central Bank quotes L$171.54 for USD 1 (selling rate), against an average of 193 in 2025 (Eurostat): the Liberian dollar has appreciated. A 15% VAT replaces the 13% tax on 1 January 2027 (PwC).

Public holidays. The official list cannot be found; independence is celebrated on 26 July.

Flights. No direct flight from Paris or London: routes go through Casablanca or Brussels, taking 10 hours 55 minutes to 14 hours 3 minutes from Paris (Rome2rio, 22 October 2026, average durations).

Visa and health. Visa required for British citizens (FCDO); the rule for French citizens cannot be found. According to the FCDO, the Liberian Ministry of Health announced on 25 May 2026 tighter checks on arrival because of Ebola in Uganda and the DRC, Liberia not being named as an outbreak area.

How MaaSil recruits in Liberia

MaaSil states that it recruits in Liberia remotely and relies on a business manager based in the country. According to MaaSil, the selection is the same as for its consultants in Madagascar (see Why us): pre-selection (the "top 1%" of the CVs received), two interviews, technical tests, then presentation to the client.

MaaSil announces about one month to recruit and four weeks for full autonomy. According to MaaSil, its consultants are 100% integrated into the client's teams, which direct the assignments; MaaSil says it handles recruitment, payroll, HR follow-up and coordination. These statements have not been verified by a third party. The premises, internet and power backups and GDPR framework that MaaSil advertises concern Madagascar, not Liberia.
