Outsourcing to Sierra Leone: costs, profiles and cities (2026)

Page updated on 22 October 2026. Public data checked; sources at the end of the page.

Outsourcing to Sierra Leone is not yet an established industry: no international call centre or BPO (business process outsourcing) provider has been identified in public sources. The country has three documented strengths: English as the official language, the UTC+0 time zone all year and a legal minimum wage of SLE 1,200 a month (about €46) since April 2026. Against that, 39.2% of the population had access to electricity in 2024 and a single submarine cable connects the country to the internet. This page sets out costs, cities, law, limits and practical conditions.

Why outsource to Sierra Leone?

Three strengths are established: English, the official language; the UTC+0 time zone (8 shared office hours with Paris in winter); and a legal wage floor of €46 a month. This floor is not a market cost.

The limits weigh just as much: no international BPO provider is identified, and the country is absent from the EF 2025 and Kearney 2023 rankings. In June 2024, the government announced a "Tech City" at Tikonko with BPO centres of 10,000 to 15,000 jobs (Techpoint Africa). Its USD 150 million funding had yet to be raised and no news has been found since: it is a project, not an existing site.

The job market in Sierra Leone

The latest labour force survey dates from 2014 and the latest household survey from 2018. Unemployment is 3.15% in 2025 according to an ILO model. It is 4.68% in the 2014 survey and 1.65% in the 2018 one: these series are not comparable and the fall is not an improvement.

A low rate is mainly explained by the informal economy, which accounted for 94.47% of employment in 2018 (ILO). The annual number of graduates cannot be found.

How much does an employee cost in Sierra Leone?

Minimum wage. It is SLE 1,200 a month, or about €46 at the rate of SLE 26.0697 to €1 (Bank of Sierra Leone, 30 September 2026). It had been SLE 800 (€31) since April 2023. The official text cannot be found; according to a trade union (5 May 2026), many employers still pay SLE 800. The employer contribution to NASSIT (social security) is reportedly 10% of basic salary (two payroll guides).

Market salaries. No survey or consultancy guide covers the country. The payroll site Playroll gives a national average salary of SLE 3,000 to 3,400 gross a month in early 2026 (about €115 to €130). It also publishes two estimates by job (2026), all levels combined and with no update date: a single source.

JobMonthly estimate (gross or net not specified)Equivalent in €
Customer service officerSLE 8,800about €338
Software engineerSLE 18,000about €690

No salary by level (junior, experienced, senior) is published: no comparison with France or the United Kingdom is possible.

And with MaaSil? A market salary is not the cost of a service. MaaSil's public price list, identical for all countries, runs from €55 to €100 excl. VAT per day for general profiles and from €120 to €250 excl. VAT for senior developers: see the pricing.

Which cities should you choose for outsourcing to Sierra Leone?

No technology park or outsourcing zone is operating; the cost gap between cities cannot be found.

Freetown

The capital has 609,174 inhabitants in its urban district in 2021 (disputed census), against 1,055,964 in 2015: an unexplained gap. The ITC's READY Salone programme (digital skills) was launched there in January 2025.

Bo

Bo has 223,075 inhabitants (2021) and a Njala University campus.

Kenema and Makeni

Kenema has 255,110 inhabitants and Makeni 85,116 (2021). No outsourcing activity is identified there.

What is the time difference with Europe?

Sierra Leone is on London time in winter and one hour behind London in summer, as it stays on UTC+0 all year.

Reference cityWinterSummerShared hours (winter / summer)
London, Dublin0 h−1 h9 h / 8 h
Paris, Brussels, Berlin, Madrid−1 h−2 h8 h / 7 h
Helsinki−2 h−3 h7 h / 6 h

Difference = Sierra Leone time minus that of the city, with office hours of 9am to 6pm on both sides. Europe goes back to winter time on 25 October 2026.

Languages and skills available

English is the official language; Krio, an English-based creole, is the lingua franca (2005 data). No index found measures the level of English: the country is absent from the EF 2025 index. No service in French is documented.

Infrastructure: internet, electricity, technology parks

Electricity. Access stands at 39.2% in 2024 (World Bank), but this does not measure continuity: according to the British FCDO, prolonged power cuts are common. A service site should plan for an autonomous power supply.

Internet. A single submarine cable connects the country; its outage in March 2024 disrupted access.

Data protection and employment law

Data protection

No data protection law is in force. A bill was validated at a national consultation in November 2025. A national policy was approved on 21 April 2026, according to the Ministry of Information (pages inaccessible when we checked). With no European Commission adequacy decision, transfers from the European Union rely on contractual safeguards, for example standard contractual clauses.

Employment law

The Employment Act 2023 sets a maximum of 48 hours a week, a probation period of 6 months at most, one month's notice (open-ended contract) and at least 14 weeks of maternity leave.

The text of the Employment Act contains no regime for temporary agency work or the lending of labour. The Employment Regulations 2023 require employment agencies (recruitment, placement, employment-related services) to hold a licence, with no provision on supplying employees to a client. No text on the liability of the principal has been found: have any arrangement checked by a Sierra Leonean lawyer.

Practical information: currency, public holidays, flights and visas

Currency. The new leone replaced the old one on 1 July 2022 (1,000 old leones are worth 1 new one): some websites still show amounts a thousand times larger.

Public holidays. The official list cannot be found; Independence Day is on 27 April.

Flights and visa. No direct flight from Paris or London (Rome2rio, 22 October 2026). British citizens need a visa (USD 80 on arrival, about €71, or e-visa); the rule for French citizens cannot be found.

How MaaSil recruits in Sierra Leone

MaaSil states that it recruits in Sierra Leone remotely and relies on a business manager based in the country. According to MaaSil, the selection is the same as for its consultants in Madagascar (see Why us):

  1. pre-selection (the "top 1%" of the CVs received);
  2. two interviews;
  3. technical tests;
  4. presentation to the client.

MaaSil announces about one month to recruit and four weeks for full autonomy. According to MaaSil, its consultants are 100% integrated into the client's teams, which direct the assignments. MaaSil says it handles recruitment, payroll, HR follow-up and coordination. These statements have not been verified by a third party. The premises, internet and power backups and GDPR compliance that MaaSil advertises concern Madagascar, not Sierra Leone. For a specific need, contact us.

Which jobs can you outsource to Sierra Leone?

No talent pool by job is documented. Profiles examined: customer service officer, full stack developer, IT support technician and accountant.
